The signatory States to this Protocol, members of the International Commission on Civil Status and Contracting Parties to the Convention of 4 September 1958 on the international exchange of information relating to civil status,
Having regard to developments in the field of international information relating to civil status and being desirous of adapting accordingly the notices required under Article 1 of the Convention of 4 September 1958,
Have agreed as follows:
Article 1
1. For the transmission of information concerning the records referred to in Article 1 of the Convention of 4 September 1958, States may use either the forms prescribed in Article 2 of that Convention, or the model multilingual extracts in the Conventions signed at Paris on 27 September 1956 and at Vienna on 8 September 1976, or another model drawn up for the purpose by the International Commission on Civil Status.
2. If sent by post, the notices shall be placed in a sealed envelope.
Article 2
1. If the forms prescribed in Article 2 of the Convention of 4 September 1958 are used, they shall be supplemented by the English, Spanish, Greek and Portuguese translations of the model notices that are set out in the Appendix to this Protocol.
2. If the model multilingual extracts in the Conventions signed at Paris on 27 September 1956 and at Vienna on 8 September 1976 are used, the following endorsement shall appear, in the languages of the standard headings of the extract: "This extract from the marriage / death certificate is forwarded for the purpose of notification within the meaning of Article 1 of the Convention of 4 September 1958 on the international exchange of information concerning civil status." The endorsement may either be made directly on the model multilingual extract used or appear on a separate sheet stapled to the extract in question.
Article 3
This Protocol shall be ratified, accepted or approved and the instruments of ratification, acceptance or approval shall be deposited with the Swiss Federal Council.
Article 4
1. This Protocol shall enter into force on the first day of the third month following the month of deposit of the second instrument of ratification, acceptance, approval or accession.
2. In respect of a State ratifying, accepting, approving or acceding after its entry into force, the Convention shall take effect on the first day of the third month following the month of deposit by that State of the instrument of ratification, acceptance, approval or accession.
Article 5
Tout État qui a ratifié, accepté ou approuvé la Convention du 4 septembre 1958, ou qui y a adhéré, pourra adhérer au présent Protocole. L'instrument d'adhésion sera déposé auprès du Conseil Fédéral Suisse.
Article 6
The provisions of Article 7 of the Convention of 4 September 1958 shall apply, mutatis mutandis, to the determination of the territorial scope of this Protocol.
Article 7
1. This Protocol shall remain in force indefinitely.
2. In respect of any State which denounces the Convention of 4 September 1958, this Protocol shall cease to be in force at the same time as that Convention.
Article 8
1. The Swiss Federal Council shall notify the member States of the International Commission of Civil Status of :
(a) the deposit of any instrument of ratification, acceptance, approval or accession;
(b) any date of entry into force of the Protocol;
(c) any declaration concerning the territorial extension of the Protocol or its withdrawal, together with the date on which it will take effect.

2. The Swiss Federal Council shall inform the Secretary General of the International Commission on Civil Status of any notification made in pursuance of paragraph 1.
3. On the entry into force of this Protocol, a certified copy shall be transmitted by the Swiss Federal Council to the Secretary General of the United Nations for the purposes of registration and publication, in accordance with Article 102 of the United Nations Charter.
In witness whereof the undersigned, duly authorised to this end, have signed this Protocol.
Done at Patras, on 6 September 1989, in a single copy in the French language, which shall be deposited in the archives of the Swiss Federal Council and a certified copy of which shall be transmitted, through diplomatic channels, to each of the member States of the International Commission on Civil Status and to the acceding States. A certified copy shall also be sent to the Secretary General of the International Commission on Civil Status.
Territorial scope of the Convention
At the time of the deposit of the instrument of acceptance of the Protocol, the Embassy of the Netherlands in Bern stated that the Protocol is applicable to the Kingdom in Europe and Aruba.
