Recommendation (No.1) on the issue and recognition of documents issued to
refugees under the Geneva Convention of 28 July 1951
adopted in Luxembourg on 8 September 1967
The General Assembly of the International Commission on Civil Status, having heard the report of the Sub-committee appointed by its Bureau:
1. suggests that, under the conditions referred to in Article 25 of the Geneva Convention of 28 July 1951 relating to the Status of Refugees, the various member States of the International Commission on Civil Status confer the necessary powers on authorities responsible for issuing documents serving as civil status records;
2. considers it desirable that the authorities mentioned in the preceding paragraph should, in order to facilitate their task, be able to contact each other directly;
3. recommends that the member States of the International Commission on Civil Status recognise, at least with the evidential value specified in paragraph 3 of Article 25 of the Convention of 28 July 1951, the documents serving as civil status records that are issued by the above-mentioned authorities existing in their respective States.
